I was working as Loco Pilot In Indian railways for more than 15 years.
I have experience to drive these both loco motive.
Here I share my thoughts about these two most powerful and advanced locomotives.

Certainly WAG 7. So far my knowledge most of Loco Pilot Goods agree with me. All the points I share here are about of freight train.
WAG 9 locomotives are useful at plain section. My working area was ASN division and it has mainly gradient sections.
A powerful feature of WAG 9 is regenerative braking. It is very very effective. Practically at the time of driving empty rakes, the loco pilot doesn't even necessary of using of Locomotive brakes.
Regenerative braking system generates electricity at the time of use this and feeds to OHE.
But WAG 9 Locomotives are not airy. Air doesn't pass through it's the cab. It feels very very hot during the summer but feels comfortable during winter. But India has a long summer.
WAG 9 Locomotives having wheels slipping problem. If the train stop at a gradient position for any reason, it is very hard to start and pick up speed for loaded train.
In this type of Loco, Loco Pilot place to demand of tractive effort by throwing throttle to the locomotive. The current feed to traction motors depends on The locomotive subsystem.
Loco pilot doesn't have any control of feed of current to traction motors. It creates problem sometimes at a gradient.
It is hard to start a train during raining driving by WAG 9. Wheel slip occurs. Sometimes train stalls at a gradient.
WAG 7 is the best Locomotive in Indian Railways. It has 5500 HP, 500 less than WAG 9. But it tractive effort is better than WAG 9 as per my practical experience.
Its cabin is much airy than WAG 9. It feels much better in summer.
WAG 7 is good for gradient sections. In these types of Locomotive loco pilot can directly controls electricity feed to traction motors.
It helps Loco Pilot to start and speed pick up at gradient sections.
It is the most reliable locomotive in Indian Railways in all respects.
My vote is going for WAG 7.
